DMS - How do clients download documents from the document link to be able to save them (needed if a client needs to upload documents into their HCM system).

Requirements:

1. There shall be a Download control on the forms page to allow either the Candidate or Customer to be able to download the forms.
   • This needs to happen for forms not yet completed and for those that are completed.
2. Currently, once I sign or Decline as a Candidate, I cannot Download the document.
3. As a Customer in CBAT, I cannot Download the completed document.
