Add Template -> Template not creating for attached PDF

      Description

      1) Open forms library
      2) Click on Add new template
      3) Enter all mandatory details
      4) Upload the attached form
      5) Template is creating

      Expected -> Template should get created with all attached PDF document.

      Note - Template is getting created only when f1094b doc is uploaded

            Hi Jayshree Nagpure,

            I verified this on Pre-prod. I am able to create template for PDF's other than 1094b templates.

            Please list if there is any specific scenario.
