Environment: Production
Login: Candidate
Browser: FF and Chrome
Page: Review and SIgn

Steps:
1. Candidate login
2. Review and Sign Page
3. Attach File > Upload
4. Post comment without adding comment

Expected: validation for missing comment should be displayed
Actual: Able to post comment successfully.
