Able to submit form after decline.

      Description

      Environment: Prod

      Decline the form.
      After success Instead of OK press the Cancel button.
      Now submit the doc again. It will submit the doc.

          Concern: User could be able to submit the form after the declined it.
          Cause: There was no action on the Cancel button, we were just hiding the popup. Once that popup will disappear, the user can again perform the same action like submit or decline.

          Correction: Removed the cancel button so that user have to click on OK button.
