      Browser: FF and Chrome

      1. Email Link > Candidate Login
      2. Review and Sign Page
      3. Submit Document

      Expected: Page will navigate to Review and Sign Page
      Actual: Page remains on Submit Page

      Navigation link is missing.

      Also, this is not working for Decline flow.
