I have verified POST user api on production it is working fine.
The user is getting added over there. Please refer attached screenshot.

Cause :
The provided emailAdress in payload "amrendra.kumar@careerbuilder.com" is already present in database which does not allow to add duplicate emailadress.
User with this email address is already present without UserDid, we can update the UserDid from back end.
