Overview:
As a DMS user, I want to be able send an end user an email template, as well as upload a document or attachment.

Entry:
1. User enters DMS.
2. User navigates to send document.

Acceptance Criteria:
*IF I am in the DMS, I am able to select an email template to use when sending a document.
*IF I am in the DMS, I am able preview the email template before it is sent with populated information (from tags).
*IF I am in the DMS, I am able to edit any information that is not locked down before sending the template.
*IF I am in the DMS, I am able to upload or attach any documents that need to be sent with the template.

Exit:
*User sends email to end user.
*User exits DMS.

Prerequisites:
*User is a current user of CBAT, CBES, or WT OR has stand alone link to log in.
*User knows how to access portal either by link or within CB application.
