2] Assign a tour from the drop down.
3] Take this tour and complete it.
4] Completion percentage is displaying as 100%.
5] Now added few new steps to the tour.
6] Such steps get reflected on the page and showing status as pending.
Actual Result:
Though the status of newly added steps is pending % of completion is 100%
