Issue

Need to click Apply button twice if Start Date and End Dates are edited while cloning rates

Steps To repro

1) Click on Clone to company icon (Same issue is for self company cloning as well)
2) Select Company
3) Enter Rate Name
4) Select Start Date (1/12017) and End Date (12/31/2017)
5) Click on Apply button

Result: Page loads and nothing happens . Need to click once again on Apply button then pop up message for Inactive Status eligibility is displayed

Note: This doesn't happen when dates kept as it is without selecting another
