      Description

      Azure, Employee and Partner login

      While employee have not enrolled, no Benefit Providers and Additional Forms available,
      blank widgets such as 'My Benifits Snapshot', 'My Carrier Contact Information' and 'Quick Links' are displayed due to data not available. Here, instead of showing blank space, some note like 'Data not available' should be displayed.

            Verified on Azure using company UiRefresh QA Test1 in Employee, partner, sa, admin, broker login. Above issue is resolved now.
