NOTE - on Stage same report does not fetch the data but on Azure it fetches the data.
Observed that for Azure, loader is disappearing after some time. Actually, it should not disappear until the Report Viewer screen appears. We will check this for new UI.
Have checked this report on stage on UI TEST - JE Dunn company with Partner login and on Azure with mentioned login. On both sites records are appearing on report.

Concern: Progress bar would not appear till the report view window open.
Cause: While implementation of NF-2893 it was explicitly hide after 3 seconds. If report viewer not opened into 3 seconds then it will stop showing of progress bar on report screen. This issue was for all static report it was not specific of OE changes reports. But it was observed on this report because sometime it takes time.
Correction: Now we have removed code to stop progress bar explicitly after 3 seconds. Now progress bar will be appear till the successful execution of preview or on error. It will get disappear after report viewer window will get opened.

added a comment - We have verified the fix on Codemap, it is working as expected. Now "Open Enrollment Changes" report is getting loaded withing 10-15 seconds.

11/28 (Diana) - Side Note: Just tried again and while it did not trigger server error, it took me 2mins before a blank report load (showed the loading icon the whole time) and not the 10-15secs as stated in NF-4536. Can look into (1) if it is indeed supposed to be a blank report or was there a time-out and (2) if all working properly, how the load time can be improved?

The report time may vary by report to report because it's totally depend on the selected criteria & number of records available while run/preview report. As i mentioned in my comment we worked on progress bar get disappear before Report viewer window gets opened.
For point #1 & #2: If selected criteria return large number of data then there is a possibility to time out issue. For performance points will need to check but for now this is working as of now.

Sanjana Jadhav I don't get the same experience as you. Are you testing with '2017 OE' report using AdminJed Password@1 credentials? The other report 'STBTobaccoReport' was quick and showed no records but '2017 OE' report took 91 seconds (1.5 mins).
Additionally when it is done, there is no records but it is not showing 'No records found' but just a blank report page. Recording at https://screencast-o-matic.com/watch/cblIn32J6z . I get Parmeshwar's comments that it might take longer with more criteria/records but it does not explain why the page is blank instead of showing 'No records found'. Can please review and see if you can reproduce? I can share my screen with it should it help with investigation.
