            Hi Amanda B. Garvey,
            We have Go through the issue , we found that on plan level in General plan design tab , Employee Enrollment Permission is set to Read only and not editable to employee.
            If you want to allow Employee to do changes in enrollment for specific plan then allow enrollment to employee.
