Community Developement Commission - Beneficiary Showing in Side Bar

      Credentials Used:
      Account: Community Development Commission
      User ID: test4444
      Password: 1P@ssword!

      Issue:
      The beneficiary page is showing in the side bar navigation. Community Development Commission does not have plans that require beneficiaries. This is confusing because it appears that they have skipped a page

      How it should work:
      Beneficiary should not show in side bar navigation

            This is as per existing system behavior. We do not remove beneficiary page from side bar even if no plan is requiring beneficiary. This behavior exist on production also.
