Duplicate quick links and Favorite Actions tiles are displayed at Global level

      Description

      Issue occurs only for existing users and not for new users
      For existing users quick links and dashboard tiles of BenAdmin and Exchange modules are merged and displayed at global level due to this duplicate Quicklinks and dash board tiles are displayed at dashboard configuration as well as on actual dash board.

          We have verified the issue with below scenario on Preproduction

          1.Login with an existing partner and Navigate to Dashboard (Global Level)
          Expected - No duplicate links and Favorite Actions tiles display - Pass
          2.1.Login with an existing partner and Navigate to Dashboard (Company Level)
          Expected - No duplicate links and Favorite Actions tiles display - Pass

          2.Login with Sa and navigate to Dashboard configuration -
          A.We checked no duplicate links and Favorite Actions tiles display in configuration for Global level (BenAdmin) - Pass
          B.We checked no duplicate links and Favorite Actions tiles display in configuration for Company Level (BenAdmin) - Pass

          here we observed that issue does not exist.

          Concern: Duplicate quick links and Favorite Actions tiles are displayed at Global level
          Cause: For existing users BenAdmin and Exchange module's quick links and tiles are merged at global level due to this duplicate entries are displayed
          Correction: Now for all users at global level Exchange module's tiles and Quicklinks are not displayed
