It is found that when Generic Eligibility Rule is created along with below conditions-

Determine Eligibility using Zipcode = Yes
Zip Table = Selected Zip Table
Zip code eligibility rule = Employee Zip Code Must be in list of provided Zip Table

then Employees not having Zip Code in list of provided Zip Table are able to Enroll to Plans to which this eligibility rule is mapped.

Expected Output- Employees with Postal Code provided in list of Zip Table must only be able to enroll to plans to which this eligibility rule is mapped.
