There should be validation on Start Dates and End Dates on Plan Design Health Tier Mapping screen.
Expected - Start date should less than End date.
Actual - System accepting Start date greater than end date.
Please refer screenshot for details.

Please find the 3C's for the issue :
Concern : Plan design Health Tier policy No mapping Dates validation
Cause : No validation is applied for Start date should less than End date.
Correction : Add validation on Start date this should less than End date.
