ACA_Eligibility segment is missing on metso export file

      Description

      1.Login to LB.
      2.Edit company say 'Metso Benefits'
      3.Clone template 'Metso ADP ACA Employee'
      4.Add Test employee.
      5.Waive Medical benefit.
      6.Export template from 01/01/2017 to 01/31/2017 by selecting required customization.[Full file]
      7.Export template from 02/01/2017 to 02/25/2017 [Full file] without doing any changes.

      Actual: Eligibility segment of waived employee is missing so record count was also incorrect.
      Expected: Eligibility segment should be present.

            As per discussion with team we will not export file for single Feb month. If user wants to export file for Feb month in that case start date should be 01/01/2017 and end date is 02/28/2017.Eligibility will get populated on file for all the coverage records

            If the records is already sent on Jan file in that case set SendT ermination once = true. while exporting Feb month file.
