Hi Revan,
We are getting again same problem of OFFR= COVG, even after running eligibility service.
could you please look in to same.
Scenario performed is as follows
Exported full fill for Jan month i.e. 01/01/2017 to 31/01/2017 and in this file OFFR = COVG segment condition is getting satisfied.
When exported full file without giving Start date and End date, in exported file OFFR = COVG segment is not satisfying.

Wrong Customization of Plans :
Correct file for 2 employees considered from your file: EF0597B9DB0007C9_Metsoshare_BenefitsImport_20171107_145401__.zip
Please make sure proper customization before exporting the file,there was selected all plans like cobra,retiree for Active Employee Template which is wrong. And also found "Is ACA" marked other than Medical benefit types. Hence you are not getting correct file as well as taking too much time to export the file because it is considering almost all plans enrollment to populate on the file.
