Below are the steps to re-produce:
1. Select any HSPL company on Production
2. Select an active employee
3. Terminate that employee with today's date. for eg : 01/25/2018
4. All enrollments will get terminated effective end date of that month i.e : 01/31/2018
5. Raise a qualifying event of previous months e.g : 11/16/2017
6. Change the address or name of that employee.These changes will be effective 11/16/2017
7. Go to Enrollment history report.All enrollments will be seen terminated effective 11/30/2017.

Expected: Enrollment should not get terminated if field level changes(name/address) is done with retro date.
