ACA - Bad records column shows zero and it has hyper link

      Description

      1] Log to wt-stage using partner
      2] Search and select 'City of Redding Prod 02082016' company
      3] go to BenAdmin -> Reports -> Static Reports -> IRS Submission
      4] Observe the grid column bad records

      Actual Result - It shows 0 in bad records column and its a hyper link
      Expected Result - It should show No File without hyper link if file is not uploaded
