Populate states for all countries in WORKTERRA

      Description

      Have State field become free text field if select country that doesn’t have a standard state list in system – all non-USA, Canada, Mexico, India, UAB countries

      Previously we had added state for Canada, Mexico, India, UAB countries only and sent other country list to Russel for confirmation.

      Exposing state field for free text is not good from performance
      point of view as we store StateID as integer in database column. Once we expose
      this for free text, it will not be accommodated in current database structure.

      In order to achieve this functionality we have added States for all countries in WORKTERRA.

          The issue is verified for the duplicate states against the excel provided on 9 pages which are having countries and states. The issue is checked completely on Benefit Provider page and randomly on other pages.

          The duplicate states are removed.
