Question :- I can’t find why the numbers for January for Softchoice on their 1094 form are 411 in b and 412 in c.
Answer :- As the employee Lyla Razvi,has code 1H and 2D on Line 16 in January month , therefore that employee is not considered in January month and the count is 411.

As the Date of Employment '10/29/2014' of employee was changed to '01/16/2015' , hence the employee falls under Limited Non-Assessment period for the month of January. Also employee status is active from '10/29/2014' , so she is Full time throughout.
As per the IRS Rule mentioned below -
Column (b) Full-Time Employee Count for ALE Member. Enter the number of full-time employees for each month, but do not count any employee in a Limited Non-Assessment Period. (If the number of full-time employees (excluding employees in a Limited Non-Assessment Period) for a month is zero, enter “0”.)
The Employee is not considered in Full-Time Employee Count for January month.

Out of all these employees,EE Lyla Razvi was employed for whole month as she was active from 10/29/2014.
Only her employment date is changed to 01/16/2015.So she is considered as employed for whole month in Jan.
For the calculation of FTE,we consider employees who are full time and employed for whole month but exclude those who are in limited non assessment period.
For the calculation of Total employees,we consider employees who are employed for whole month, irrespective of full time/part time status.
As above mentioned employee is full time and employed for whole month, she is counted in total employee count.
But as she falls in Limited non assessment period,she is not counted in FTE count.
So the count differs in Jan month.
No other employees in this company are new hire and employed for whole month at the same time.
