Application did not prompt alert message for "Select Transmission Type"

      Description

      Step To Repro -
      1.Login to application
      2.Navigate to BenAdmin > Static Report > IRS Submission
      3.Create UI submission and download files.
      4.Log out from application and log in to IRS site.
      5.IRS status for UI Sub submission is rejected.
      6.Log in to application and update receipt ID with status Rejected
      7.Now correct data and Re run 1094 , 1095C.
      8.Edit same UI submission and Don't select Select Transmission Type
      9.Click on Verify Submission Data button

      Actual - It created XML file

      Expected - It Should Prompt alert message
