      Description

      Log in to LB
      Select company (ACAAutomation)
      Go to BenAdmin -> ACA -> ACA Customization -> ACA Parameters
      provide safe harbor cost in % more than 100%
      click on update

      actual result - It allow admin to provide more than 100% in safe harbor cost in % field
      expected result - It should have the validations

            Now we are able to provide 10, 20, 30.... in "safe harbor cost in %" field.
            Also this field does not accept % more than 100%.

            This JIRA will move to production with enhancement WT-3656, hence marking it on hold.

            Getting validation message when partner try to put 10, 20, 30...
            Hence reopening JIRA.

            NOTE - but it takes 100 in safe harbor cost in % field.
