In Prime company, we came across a scenario where employee was eligible to a plan but rates were not eligible. On enroll now screen,this plan is seen eligible with $0 cost for both Employee and Employer.1095C does not consider this plan and shows next plan eligible to this employee. Thus cost and plan design seen are different in enroll now and in 1095C file.

Different scenarios of rate eligibility:
1. Rate is eligible throughout the plan.
2. Rate is partially eligible in that year. i.e rate is eligible for few months of the year.
