ACA_Cost on file and Enroll now screen is not matching for few employees

      Description

      1.Login to Stage with partner.
      2.Edit company "Wacker Neuson Corporation".
      3.Export Health Efx template for the month of January 2016.

      Employee's SSN's who got 0 EE and ER cost

      Expected: Cost on Enroll now screen should match on file's cost.

          CONCERN : Cost is comming zero on the file

          CAUSE : (datediff(day,@RateEffectivedate,RateChanges_Log.EffectiveDate) <= 0 this condition never get evaluted to true

          CORRECTION: Rate Effective date also need to check such that falling in the range of provided StartDate and End Date values.

          We have verified above mentioned issue on LB [ACA Automation].
          Its working fine.

          Tested scenarios are as follows
          1.Verified EE and ER cost on Screen and File
          2.Checked no other employee is getting zero reason without a reason.

          Fix is ready for Stage.

          2,Checked ER cost for Jan 2016.
          3.Verified employees on Sampling method

          This fix is ready for Production.
