CONCERN : Cost is comming zero on the file

CAUSE : (datediff(day,@RateEffectivedate,RateChanges_Log.EffectiveDate) <= 0 this condition never get evaluted to true

CORRECTION: Rate Effective date also need to check such that falling in the range of provided StartDate and End Date values.

We have verified above mentioned issue on LB [ACA Automation].
Its working fine.

Tested scenarios are as follows
1.Verified EE and ER cost on Screen and File
2.Checked no other employee is getting zero reason without a reason.

Fix is ready for Stage.
