Employee Background Check functionality is not available to Admin Users and Partner/Broker users.

Replication Steps:
1. Login with Admin user
2. Go to Employee Administration menu
3. Check for "Employee Background Check" menu
For Admin users the menu is not available.
1. Login with Partner/Broker user
2. Select a Company
3. Go to Employee Administration menu
4. Click on "Employee Background Check" menu
For "Partner/Broker" users menu is available but on click of menu, Authorization failure message is displayed.
