As per your mail communication, we have created measurement and stability for to display class wise safe harbor codes.
Also have created a new rule as Union Rule, selected this rule under Multi employer rule and furnished the forms. Union Rule rules contains the union classes mentioned in the excel sheet.
1H-2E will be displayed for employees only for those months which satisfy the Union Benefits rule.
Please refer latest run for verification of report "2016 1095C JE DUNN".
NOTE: 2016 1095C report was not created in this company. We have created "2016 1095C JE DUNN" report. Also ACA customization(Is Plan Minimum Value) was not marked. We have update ACA Customization.
In ACA Customization, Safe Harbor on Plan is set to W2.So employees that do not fall under the classes mentioned in your mail will receive 2F code.
Hi - within the FSNS group, there are union and non union employees (believe this group is currently coded as Union). The majority are non union (142 of 190 are non-union). I think it would be easier for this group to be run as non-union and then we can go in and correct the 48 union folks manually to the 1H/2E code. Please let me know your thoughts on this.

FSNS Group from Union Rule need to be removed so that this group can be considered as Non-union.
The 48 union folks can be corrected with 1H/2E code using two approaches -
1) Manully correct each Employee from ACA 1095C Correction screen under ACA Customization Or
2) Simply Import Codes of those 48 Employees.
Once the corrections are done, you can re-run the 1095C report with Apply User Correction flag as Yes

FSNS Group from Union Rule need to be removed so that this group can be considered as Non-union.
There is nothing listed under classwise under the ACA customization.

We have done the customization changes i.e FSNS Group has been removed from Union Rule.
48 union folks can be corrected by importing correction codes. You can import the code by following two ways as we don't have the codes to be corrected.
1) Manully correct each Employee from ACA 1095C Correction screen under ACA Customization
2) Simply Import Corrected Codes of those 48 Employees.
Please refer latest RUN.
Steps to download latest RUN are as follows
1.Login to Production with Partner.
2.Edit company JE Dunn.
3.Navigate to "Home >> Company Home >> BenAdmin Home >> BenAdmin Company Home >> ACA >> IRS Report".
4.Edit Report "2016 1095C JE DUNN"
5.Click on Show Runs and wait till "ACA Report Finalization" pop up to open.
6.Download zip folder for latest RUN by clicking on Download link.

Hi all - I've researched some of the client's comments and I too am confused as to why some of the codes are rendering the way they are. Please see below -
Regular – I checked regular non-union forms including my Steve Best. The code used on line 14 for both of us is listed as 1G. I don’t think that’s right. Steve is a full-time employee, and I was expecting that the code would be 1A (same as what we used last year).
Part-Time – I checked a part-time employee (Lara Weinblatt) who was hired 7/19/2016. I think the code on Line 14 for her – 1H - is right. On Line #16, the code 2A is correct from January through June because she wasn’t employed then. It then lists 2D for July, but I don’t think that’s correct because she was not in a “Limited Non-Assessment Period”; that would be right if she was a regular employee, but she’s only subject to ACA eligibility and I’m not sure that’s right. The code then goes back to 2A for August (which isn’t right, since she was employed). And then there are no codes at all for September through December (not sure why, but that’s not correct either – she should have some kind of code for each month she’s employed, yes?).
New Hire – I reviewed the 1095 for Vita LoFria, a new hire in November 2016. Her codes on Line 14 of 1H from January through November look correct. But the Line 14 Code for December – 1E – I don’t think is correct; I thought should be 1A instead.
Her codes for Line 16 look correct:
o January through October = 2A (since she was not employed by JE Dunn during that time)
o November = 2D (month of hire)
o December = 2C (she elected coverage starting December 1, 2016)
Her Part 3 has the correct check box in December for her month of coverage.
Terms – I checked Jim D. Miller and Steve Hamline.
o For Jim D. Miller, he termed 4/1/2016. His 1095 shows Line 14 as 1G for all 12 months. That can’t be right for two reasons: 1) he wasn’t employed for all of 2016 so any code shouldn’t apply for all 12 months of 2016 and (2) He was a regular full-time employee through his term date so I think the right code would be 1A for Jan through April, with nothing for the rest of the year. For Line 16, it should be 2C for Jan through April, and nothing the rest of the year (unless he enrolled in COBRA?). His Part 3 shows he was enrolled from Jan through April, which I think is correct (unless he enrolled in COBRA?).
o For Steve Hamline, I don’t think his info is correct. He was a “regular” non-union employee with regular Emp + Spouse coverage in January 2016. For February thorough December 2016 he and his wife were enrolled in COBRA. He should have similar codes on his 1095 as Jim D. Miller, but with different dates.

Since this company had a requirement to show class wise safe harbors,we had created measurement and stability rules.
As per implementation,whenever measurement and stability rules are set,it refers timesheet data to calculated stable working hours and stores the data.
But,to accomplish class wise safe harbors,we adjusted the code from backend so that timesheet data is not considered(For 2016,all months of 2015 timesheet is required.All of 2015 timesheet data is not present in this company).
So whenever there is import of timesheet, the stored data get modified and stable working hours get calculated again,so employee status gets calculated as per timesheet. So some of the employees are coming up was part time as per timesheet.Hence there were changes in the codes.
Regular(Steve Best) : Status changed to part time due to timesheet. We have correctd this.Please refer latest run.
Part time(Lara Weinblatt) : 2D will be displayed for all employees,in the month of their hire.
This employee is considered as fulltime as we consider employee type set on demographics. Employees whose employee type is set as Full time or is not set then they are considered as full time.
As these employee do not have any offer,1H is displayed on line 14 and line 16 is blank as safe harbor codes do not apply.
New Hire(Vita LoFria): EE cost is $110. As the cost is greater than 9.5% of FPL amount($11880),1A is not displayed.
Terms :
Jim D. Miller: Status changed to part time due to timesheet. We have correctd this.Please refer latest run. EE cost is $110. As the cost is greater than 9.5% of FPL amount($11880),1A is not displayed.

In case you still want to force the codes,please change the codes from ACA 1095C correction screen or import the codes.
Currently,we have blocked the updation of stable working hours on this company when timesheet data is imported,so that the codes do not get affected.
We will revert this change after ACA submission for 2016 is completed.
Why on employee Lara Weinblatt would the safe harbor of W2 not apply?
Also - on Hamline, we are showing a 1H and blank on 16. Shouldn't line 16 be 2A since he is no longer employed?

Lara Weinblatt - Is not Eligible for any offer hence safe harbor of W2 is not applied to that employee.
Steve Hamline - This employee falls under OFCR pay group which have Federal Poverty Line Safe Harbor, so Safe Harbor cost of Employee is $95.6 which is less than EE cost $110. Therefore line 16 is blank.

JE DUNN - ACA questions on the file layout for ACA group and the CCO Group for 2016.
If an employee had coverage 1/1/16 to 12/31/16, do I need to provide this information with 12 line items, one for each month of coverage, as on the 1095 file for the regular, benefit-eligible employees in Workterra that we pulled from the FTP site?
For example, Line 1 = 1/1/16 to 1/31/16, Line 2 = 2/1/16 to 2/29/16, etc.?
Or do you just need one line item that shows the “Enrollment Effective Date” (1/1/16) and “Enrollment Termination Date” (12/31/16) on the “Benefit Election” tab of the file you sent (attached; same password)? And, then possibly additional lines if an employee had a QE? For example, 1/1/16 to 5/31/16 with EE Only coverage and 6/1/16 to 12/31/16 with EE + Spouse coverage. Please let me know.

1.Mario Gonzalez - XXXX38126
As per sheet - Mario Gonzalez and Family enrolled into "Blue Saver Medical" from 01/01/2016 to 12/31/2016. While testing we observed that "SA" user terminated his enrollment from medical plan effective from 04/01/2016. Please confirm,this termination is correct or not.
2.David Feria - XXXX57215 -
As per sheet - David Feria and two child enrolled into "Personal Blue Medical" from 01/01/2016 to 12/31/2016. While testing we observed that "SA" user terminated his child enrollment from medical plan effective 04/01/2016.Please confirm,this termination is correct or not.

This employee has only 11 month coverage.Please check his enrollment

I'm completely confused. You said that you have inserted the offer record of $110 for 200 employees yet I don't see that value anywhere on the Excel spreadsheet and there are only two employees with a 1E code. We are really running out of time with these forms so please make sure the information is checked before sending to us. Also - why was this done on the HSPL copy? I need to run the forms to get the approval from the Client and can't do that if 1) the data is still wrong and 2) the data is fixed on the HSPL copy and not the live copy.

Active Employees:
We have imported the code correction for 200 employees to reflect line 14 code 1A to 1E & Line 16 code from 2G to 2F with cost of $110.And we re-run the 1095 C report on main company by applying the correction.
The 1095 C analysis report of active employees uploaded on ftp because of large file unable to upload in Jira.

The reported employees data is corrected as per the spreadsheet.
Cobra Employees:
1. We were reported 7 employees doesn't exist in the WT system but after reviewing we found that there are only 5 employees does not exist in the WT system. We appolized for the same. Please find more details of 5 employees in the excel sheet. Cobra File Employee Discrepancy Details.xlsx
2. Election data of 229 employees out of 240 employees exist in the wt system so we did not import the historical data for 229 employees.Please find the attached 1095 C analysis report from main company. Please review the same & let us know for any change. ACA1095C Cobra-23Feb2017.xls
3. The status of 6 employees already in terminated mode.So those employees are not reflected on 1095c report.

All - there are a ton of discrepancies between what the client sent to us and what we put in the system as well as discrepancies on the Analysis versus the forms. Examples -
Paul Leaman - we show enrolled for January - April on our analysis and on Part II. Part III shows him enrolled for November / December
Eduardo Santiago - client's spreadsheet shows only enrolled for August / September but our analysis / forms show enrolled Aug-Dec.
There are many more than just these two so we really need someone to audit what was loaded against what the client actually provided.
Also ... please note - we eliminated the people on the load from the run in hopes of getting that batch done tonight so please do not reload anything unless it is done on the HSPL copy.
Also - I excluded CCO in Class one and they are still showing up in the run from today at 2:06. Why?

We have run the report on main company & verified that now blocked employees are not showing in the run.

CAUSE:
Because existing the records in the correction table were showing up in the run.
CORRECTION:
We have created the fake ein to get rid of this causing issue.
Paul Leaman ,Eduardo Santiago - We need to import the correction on main company which will be done tomorrow EOD by verifying remaining employees also.
Kindly let us know, Can we do on Main Company these correction on tomorrow if found the discrepancy?
For shared cobra employees analysis report previously, kindly let us know the code correction for the same, we will furnish it by importing.

Please re-load all corrections to JE Dunn main company as we have sent those files to the mail house so we are ok with all but the ones that the client gave us to correct.

I need these added - do not remove any that are already in there. We found discrepancies for below mentioned employees while doing code import for JE Dunn.
AMY O'NEILL- Employee not found
CHRISTINA SILLS - Employee not found
Dan Euston - Employee not Found
Jason Reip 590589965 - Found but Line 14 = 1E and Line 15 blank
JAYNE MCARTHUR - Employee not found
Kamal Ariss - Employee not found
KEVIN DUNN - Employee not found
Robert Hollar - Employee not found
Russell Ardillo - Employee not found (SSN 8 digits)
SCHAFER KELLY - Employee not found
Please resolve these discrepancies.
We are done with code correction for rest of the employees.
Note: After corrections we need to finalize the latest run to reflect changes in xml files for IRS submission.

Hi all - this is the same as the manual ones for Durham. The IRS states that if you have a self-insured plan then you have to provide a 1095 for anyone in that plan (regardless if they are COBRA / Retiree all year long). The issue we had with these manual folks is that they were termed before 1.1.16 so the system is not generating a form for them. When you entered their information and re-ran the forms, most of them are still missing; we need their forms added so they can be submitted on the XML to the IRS. Please advise.

We have verified that below employees are terminated before 1.1.2016 but they are not enrolled for any ACA Medical plans. So they will not be reflected in the run.

Note : We have observed in correction records for those four employees codes..Line 14 Code & Line 16 Code as -1H & 2A which will invalid.Still if you needed these employees on the file, you need to correct the code as Line14Code as 1G (All 12 Months) & in part-3 you need to set appropriate check for a months.

We have combined two Runs. All PDF's are under report "2016 1095C JE DUNN" .
We have verified employees in report "2016 1095C JE Dunn Part Two" are also in "2016 1095C JE DUNN".
Similarly we have rerun both 1094/95 Reports and created submission viz "IRS Submission".
Valid submission file is generated for JE Dunn. PFA screen shot "IRS submission" for additional information.
Note: Please check 1094-C report and let us know if you need any changes

All issues reported by Cathleen Harrington are completed but we have fount the attached employees are getting 1H and blank code [line 16] for 12 month.
Please let me know your view on the same and because of this MEC indicator in 1094 c is marked as no for all 12 month.
