EDI Utility Scenario

1) Provider filter need to available on new plan selection.
2) If secific provider selected then populate benefit type of that provider.
3) if all provider selected then populate benefit type for all new plans which effective from selected date.
4) All Plans options need to available into Plan drop down.
5) if all plan selected then template will be listed for all new plans for selected benefit without any crateria and 
selected templates must save this plans after click on Add plan To Template(s).
6) if all plan selected and click on DTS applicable field then all new plans must be display in DTS Popup.
