      1. Review and Sign
      2. HTML document
      3. Decline > Decline Comments > Submit

      Expected: The page should redirect to Review and Sign
      Actual: The page remains there only.

            The issue is verified andworking as expected.

            Now, it redirects to review and Sign page after Declne.
