1.Login with Admin > Candidate
2.Search candidate
3.No mass mailing block is observed
4.As per mockup attached in ~~DMS-905~~, mass mailing should be there

We are not considering mass mailing in this sprint. So based on this we have to hide the mass mailing tab. So the issue is not in scope. Assigning back to you.
