Test candidate has "Action Documents" that weren't on the Forms tab of the req I was testing on.
My test candidate should have received an email with the handbook and the i-9. Instead, I have both of those, plus an extra handbook and three other documents that should not have been sent.

We have verified mentioned candidate for the documents sent.
Mentioned candidate is a guest user and for his email id, attached documents were sent. Refer screen capture.
The documents are sent to the user, hence he is receiving the documents under Action documents.
