Document template soft delete does not allow to create a new document with same name.

      Description

      Document template soft delete does not allow to create a new document with same name.

      Actual: It should allow to create the document with same name as the ones which are deleted.

          As currently Delete access are disabled. Will able to verify once jira DMS-1948 is deployed.

          So, marking this jira on Hold.
