Steps:

1. Admin Login
2. Create text type Template
3. Template Library > Edit
4. Add one or more fields > Save

Expected: Manage popup should come to update new fields and permissions for newly added fields.
Actual: Able to add fields without giving permissions.

If we are disabling mapped fields for PDf and HTML, it should also be disabled for test.
