enhance the API 'api/sms/SubscriptionStatus' to check opt out information from AWS.
We need to get the opt out status, if a user has stopped their consent using STOP keyword.
Need to test 'api/sms/SubscriptionStatus' API, if user is opted out, then it should return that since now PinPoint is handling optout.
