I tried to replicate the scenario as mentioned above, but now its opening fine without any distortion.
It may have been aroused due to poor internet connectivity.

Issue is replicating in today's build as well. This is replicating only first time when Template library page is loaded.

As a admin and Candidate I tried to replicate the issue, but it's not getting replicated.
I discussed the same with Samir and if it's not coming after the build then we are good to go.
