Sending forms to multiple users

Overview:
Allow users to send a form/document from the DMS to multiple users for approval/sign off.

User Stories
1. As a DMS user, I want the ability to send a form / document out for approval through a simple chain of users (ie. Offer letter may go from Recruiter to Hiring Manager to HR Manager)
2. As a user in the chain of users, I would like to be able to approve a document so that it can be routed to the next user properly in the workflow.
3. As a user in the chain of users, I want to be able to decline / send document back to previous user so that they can make modifications or changes based on my recommendation so that I can approve and send to next user.
4. As a user in the chain of users, I would like the document to be sent to the next user upon my approval / completion.
5. As the final user in the chain of users, I would like the document to be marked complete upon my final approval.
6. As a user in the chain of users, I would like to be able to add people who may be interested in knowing the status of the document and also have the document sent to them.
7. As a document going through a chain of user approvals, the document should have an expiration period, either by number of days or fixed dates and once that date hits, the document will skip that user.
8. As a user in the chain of users, I would like to be able to ‘skip’ a user in the case that they are out of town or not able to complete the request.
9. As a DMS user, I would like to be able to create workflows (of users) that I can select from so that I do not have to make a new one for each document that needs multiple users.
10. As a DMS user, when sending a document out, I would like to be able to decide if I would like it to go through an approval workflow.
11. As a DMS user, if a template is not created for the workflow I would like to use, I would like to make one on the go and save to my templates.

Entry Criteria:
1. The user navigates to DMS via login or through integrated app (ATS/CBES/WT).
2. The user clicks on area for Send Forms.
3. User selects which user workflow to send document.

Exit Criteria:
*The user clicks ‘Finish & Send’ and document is sent to first user in workflow.
*The user exits out of portal if logged in, or navigates to another page if within integrated app.

Acceptance Criteria:
*IF I am in the DMS, I can send a document to multiple users so that each users has the ability to give their opinion on the document.
*IF I am a user in the chain of users, I can approve a document and push forward.
*IF I am a user in the chain of users, I can decline a document and add comments as to why I am declining and send back to the original user.
*IF I am the final user in the chain of users and approve a document, the document will be marked as complete/approved.
*IF I am a user with the access to skip users in a workflow, I have the ability to skip a user so that the approval can keep moving.
