Steps:
Company Information > Localization Tab > Employee Unique Identifier > Other > ex: ^[0-9]+$
Add Employee > Update all mandatory details without Employee ID or Employee Unique Identifier
Partner/ SA will able to add Employee with blank User ID. Please find the screen capture for the same.
Exception or message should be displayed if Employee is getting added without Employee ID or Employee Unique Identifier

The issue is resolved now. Now, Partner/SA cannot add Employee without adding Employee ID or Employee Unique Identifier.
If try to add then exception is handled.
