This issue is observed in Employee and admin login.
1. The 'Start Here' graphic changes color on mouse over. This misleads user and gives wrong impression of button. Disable it and do not change the color on mouse over.
2. Add a line space before 'Section 1: Employee Information and Attestation ' title. Please compare with I-9 form PDF.

Verified on LB using company Long. Above issue is not completely resolved. 'Start Here' graphic changes color on mouse over plus the hand cursor is displayed on mouse over. It is red in employee flow and blue in partner login.
Please make it disabled and maintain color consistency.
