TSR Integration->Classes & Payroll->Employment Start Date is not set as a payroll effective date.

Environment - LB (wt-stage)
1] Add a employee through API.
2] Login to the application as a partner.
3] Search newly added employee.
4] Navigate to Payroll of that employee.
5] Observe the effective date.
6] Also observe the effective date on "Demographics" page.

Actual Result:
Today's date (i.e. employee added date) is displaying on both pages on (Payroll and on Demographics) as a effective date.
Expected Result:
Employment Start Date is set as as a payroll effective date and on Demographics page.
Note : In DB date is get inserted properly, issue is on the pages only. Also it is working as expected Stage. (We have implemented this and deployed to production NF-770)
