Payroll effective date does not get updated

Company - City Of Lake Worth

Server - LB

Step:-
1.Login to application using partner credential
2.Select company
3.Add employee and enrolled into medical plan
4.Click on Apply classes and Payroll Schedule
5.Now navigate to employee payroll

Actual - It displayed old effective date

Expected - It should updated with latest payroll effective date
