View history show default value of state drop down

Step:-
1.Login to application using partner credential
2.Add new employee (Keep State blank)
3.Now log out
4.Login with EE credential
5.In tour - 1.Update State - KY
6.Log out from application
7.Log in with Partner credential
8.Search employee
9.Navigate to employee view history > Select I9 section I

Actual - State '--- Select State ---' was changed to 'KY'.

Expected - State nothing was changed to 'KY' or State "No State" was changed to 'KY'
