Incorrect entry added in I9 Section 2 Info

Step:-
1.Login to application using partner credential
2.Select company and navigate to search employee
3.Click on OnBoard
4.Naviaget Employee > I9 form
5.Fill Section 2 and submit
6.Again update Section 2 - Cerificates fileds

Actual - Extra entry added in I9 Section2 Info (List B Issuing Authority Was set to '0'. )

Expected - It should not add incorrect or extra entry
