UI Refresh - Measurement and Stability - Getting server error on View Summary pop up

Log in to Azure as partner
Select City of Irvine for HSPL
Go to ACA - Measurement and Stability periods page
Click on Add New Hire or Standard Rule
Click on View Summary page

Actual Result - Gives server error.
Expected Result - It should open page without error.
