      Description

      Log in to Azure as partner
      Select City of Irvine for HSPL
      Go to ACA - Measurement and Stability periods page
      Click on Add New Hire or Standard Rule
      Click on Add Rule button
      Click on Save button without providing details, refer attached image

      Actual Result - Validation message not overlapping with header
      Expected Result - It should not overlap with header
