Functional - Any company - Partner Login - Plan comparison builder-Does not show error message for Eligibility rule

environment: Azure
Login: Partner
Company: UiRefresh QA Test1
browser:chrome and IE11

1.Home->Company Home
2.Benadmin->Plan comparison builder
3.click on eligibility rule
4.Do not enter Eligibility rule name
6.click on save

Actual result: Does not show error message for Eligibility rule name such as "The eligibility rule name field is required" as well as mandatory field notation not shown for this field

Expected result*: Error message should be shown for Eligibility rule field. mandatory field notation should be shown for this field.
