distance between continue and finish button is as per system behaviour. I have made changes for showing Finish button on page by reducing Preview Tour window.
Please check this issue after 12 Jun 2017 (6 pm) deployment.

1. System Behavior - As we shows buttons followed by content. If we show button at bottom and if there is only one control on page then it'll show huge space between buttons and controls which will not be acceptable.

2. Normally, Zoom in-out impacts on even normal page in browser. Same like that, After page load if you'll zoom in-out then obviously It'll impact on Tour Preview page which works in Frame as browser. Not a issue with zoom-in/out

Otherwise I have fixed alignment and apace issues after buttons (NF-2179):
1. I-9 Verification
2. W4 From
3. State Tax
4. Resume Upload
5. Change Password
6. Eligible Benefit Summary

So, please proceed with this ticket.
