UIRefresh QA Test1 - SA Login - TourBuilder

In Tour builder, if user includes more than 15 steps, this issue can be observed.
Step column at left goes below the Preview stage. Huge space is observed between continue and finish button. User has to scroll down to get the finish button. PFA screen shot.

Here, expected behavior is, do not keep much distance in continue and finish button.
Do not increase this distance with number of slides. Provide full scale to Preview Stage.
