Issuing authority does not set to nothing

Step:-
1.Login to application using employee credential
2.Fill I9 from in tour
3.log out from application
4.Log in with Partner
5.Navigate to employee's I9 form
6.Select List B and C documents from List A from section 2
7.Select Driver license or ID card issued by a state or outline possession of U.S" and issuing Authority GA and submit
8.Now change List B - "ID card issued by a state or outlying possession of US" from List B and fill other mandatory details.
8.Now open I9 form again
9.Change list B option to "
10.Submit Section 2

Actual - Issuing Authority set to nothing did not reflect in view history

Expected - It should display entry for Issuing Authority
